What is the Tobacco Products Directive (TPD)?

TPD introduces EU-wide tracking and tracing to prevent illegal trade of tobacco products, as well as to advise about the hazards of tobacco to the consumer, through packaging.

The directive requires all the participants in the distribution chain to implement tobacco product safety measures and a traceability system at all stages.

Since May 20, 2019, within the 28 EU Member States:

  • All tobacco products must have a unique identifier, in the form of Dot code (2D);
  • Movements of these products must be reported to the EU-wide database / hub ('Secondary Repository') within 24 hours, identifying all crucial events before End Point of Sale;
